Update, the indy shop just informed me they do not feel it's the valve itself, but a problem of the valve not getting full vacuum to open the valve fully, hence the moosing noise. They can apply vacuum to the valve, and it works correctly. They are now looking downstream and are obtaining a special tool to be able to trace the vacuum. Good thing is they are not throwing parts at it, or have dropped the engine. They are actually diagnosong the problem. The code generated was a code that really did not narrow down to the component.

Final update, fix, the problem was one of the divertor valves would leak vacuum at a very small rate. Enough to drop the vacuum to the SAV to 16lbs, which is outside the window. Now that the divertors have been changed to Champion divertors, the vacuum to the SAV is now 20, which keeps the internal diaphram in the SAV from resonating and sounding like a moose at startup.
