Most of the knowledgable guys have already given good advise. But for clarity, the reason the front is not safe for children is the airbag hitting them and causing major damage (to them).
The back seat is always safer for anyone. I do agree (and practice) the fact that if the seat is so far back the AB cant hit them then they are "probably" almost as safe, IMO.
As for unrestrained rear passengers, there is a 30% increased mortality for the front passenger do to the rear passenger becoming a projectile in an accident, FWIW
