No, they are tied to the car - I wanted to use another one I had for two cars... Cobb said no.

No they aren't tie to the car. The Cobb can be use on any Porsche 996 turbo.

I believe this for two reasons:
1) I tried to read an engine code (light) on a friends 996 and the Cobb would not let me do it, not connect, etc.
2) Cobb are crafty - they will let you re-license, but you have to pay for the privilege, as noted above.
Also of note and asked above, is this unit for a standard 996 or an x50? They will not work on opposing models, so this is relatively important info to potential buyers.

You have to hook up the cobb unit to the car it is "married" to and remove the tune which divorces it from that car and allows it to marry another. It can only be married to one car at a time no polygamy! IF you do not remove the tune you can contact cobb and that is when you have to pay!

I thought once you went through the update process when it was new, and then uploaded the tune to your given ride, it needed to be reset, regardless of whether or not the tune was removed from the original car.
So why the $395 and $150 charges?

Exactly. What the seller needs to clarify is if he un-married the Cobb tune and tuner from the car before selling...
If he did (and did it correctly), it's a fully functional tuner that can be used on another 996 Tuirbo without issue or additional fees from Cobb.
If he didn't, it's a brick and will do nothing unless you pay Cobb 70% the price of a new Cobb tuner for the same vehicle ($895 x 70% = $626.50), essentially making the married tuner worth no more than $100 or so.

"The installed state can be checked by plugging the Accessport into any car (any car with an OBD2 port, compatibility for this step is not required) or computer and completing the steps above or with a quick scroll through the main menu. If “Install” is an option, this Accessport is ready to work on another compatible vehicle. If “Uninstall” is an option, this Accessport will not work on your vehicle until it is uninstalled from the previous vehicle or sent to COBB to be re-licensed."

Apart from the "is it married" issue, this isn't a concern... A Cobb tuner for a 996 Turbo has available off-the-shelf maps for both regular and X50, though no OTS stage 2 tunes for X50 are available... You would need a custom tune for stage-2 level modifications with an X50.
