I was able to pull the carpet back enough without removing all of the trim Pieces and dermal out the necessary plastic. I also ditched the lower bolt and replaced it with a Gr 8 7/16 sae thread stud. I made the stud by using a bolt, cutting off the head and threading both ends. By doing this I didn't have the alignment problem with the lower bolt and worry about stripping out the seat belt anchor threads. I used Blue loctite on the inner thread to anchor the stud to the car.

I needed to remove the passenger seat which meant removing the drivers side seatbelt anchor bolt.
I knew when it came out that it wasn't going back in without a struggle.
I did a search, found this thread and took the same path that Peter did.
I just installed one stud for now.

I started with a 4" bolt and created the stud as required.
Luckily I already had the correct die, so this DIY cost me about $3.50 for a grade 8 bolt and nut.
Those of us lucky enough to live in San Diego or SLC, Utah have access to a wonderful industrial hardware store where you can buy one of most any fastener you might need.

You can buy the same fasteners from McMaster or Grainger, but Marshalls doesn't make you buy the entire box.
I too used Blue Loctite on the threads.
