this is CA.
structure slab over cellar or even stilt, despite passing code. is not smart. it's funny how ppl here start running all around when they feel a 2.0 earthquake and want to live on stilts. when the big one took out the bay bridge, i was studying for exam, i didn't bother moving from my seat. kept stuffing donuts down and just read.

When the big one hit, I was on the GG Bridge. Pulled off at the overlook on the north end and watched the Marina burn to a crisp. Now that my house is worth less than I bought it for...I hope it burns to a crisp in the next one...

BM, cheaper to get a new house, these days...

So your building a garage under the bmw? Wow I dont think you stand a chance. Why dont you just build a garage over that little driveway?

Historical preservationists rampantly dominate our city planning council, my house is over 120 years old...

So it's under or nothing, actually a very common job here just wasn't sure about the clearance. Note that the garage goes in to house not where that car is parked (through the bushes and straight down under the bay window)

I guess I need to buy a 996 gen 2 gt3 with the nose lift option...

Well you could go with our OE series bumper spoiler combo. It wont be ready for about another two months. It will adjust and angle up for more clearance. That might work and would be less expensive. Either option thats going to be a steep driveway. Yikes!! Im not sure what your budget is on this project but i'm sure you could have some type of moveable platform engineered. Something ran by a couple hydraulics. Like a moving ramp... Best of luck though.
