Yes you can certainly get 996s cheaper than what this car should sell for and if a buyer can't be found that understands what separates this from most other "similar" 996s, then it's indeed probably a $20k car.
This is not a car for the "I want a cheap 911" owner. This is a car for someone that loves the 996 and appreciates this specific car. If it is not "the" car for you, then paying a premium would certainly be silly. As I said, I think $24k is a reasonable price for it, but not one I'd pay as it is not "the" car for me.

By all means, please post up all of these cars with ~40k miles, long option lists, clean condition, well cared for, effectively single owner cars with certified Solution installations.

I fail to see how that supports your claim of being able to get the target of this thread in Miami for $15-19k "all day long". And that's before we even get to discussions about their histories and options.

Getting the clutch/RMS/IMS done at certified installer could easily come in at $7-$9K. I think $20K is fair prior to the work, I'd split the PM and pay $23K - $24K. I'm personally not into Mk 1's, I'd probably pay more if I was.

I'm with the majority on this one. The car looks well cared for and maintained. You can buy a lesser car for 17k, or even much less, like I did, spend money and time to get everything right, and be in it close to 20k in the end. Or, you can buy this car for a modest premium up front, and drive it. I think you would be getting a great deal in the high teens and a good deal in the low twenties.
Your serial number is not too far off mine, so I am assuming it is a mid to late 1998 build, which I think is a plus.

Easy 24k for it. I looked for a long time to find a perfect similar car and paid 21K with 80,000 miles.
I agree with the earlier posts saying that the cheaper ones aren't comps for this car.

I said earlier in the tread that it's not worth much private or trade value. Worth to one is definitely different from one to the next. Me personally I think the car is worth whatever there asking if it's what you want 100% . Don't buy the wrong color combination just because it's in your face. Don't buy a coupe if you like the idea of a cab. If your thinking you want to track the car, then look for something someone has put the parts to. If you want a low mileage car then don't consider anything less. If you will right down what you want your 996 to be in your eyes, then find that car. Be most concerned about your want and needs.
