Spent $4k right off the bat for IMS, clutch, RMS, AOS, and some other bits.
You can do it for peace of mind, or people will tell you a car that sits will need attention because of rotting gaskets, etc. Mine was clean top to bottom, no seeping, tight bushings, etc.
Ultimately the decision is up to you. I personally did not want to deal with some known issues that could cause a $20k+ repair and drive happily. Car's not worth nearly what's into it now, but I couldn't give a damn less.

I purchased my 00 C2 Aero with 23k miles, sight unseen from 700 miles away for $27k. No PPI, personal inspection.

For me it's about how much am I paying for the car. I'm buying a 911 to daily drive and plan to sell after 4-5 years. I want to get a car that will yield a good chunk of it back. If I'm buying a car for $15-17K I can care less if I sell it for a few grand down the road. If I'm paying $28-30k for a car I want a good piece of that back when I sell.
Who knows, I could be wrong and could at least break even, but I highly doubt anything beyond that.
If I were looking for a DD I'd have spent less and found something with higher miles and IMSB already sorted. Unless it's a crisp low mileage example (turbo/C4S/Millenium), don't see much happening to prices in 4-5 years other than staying stable or declining some.

Hey Guys, I was wondering if I could get some help purchasing my first Porsche. Its a 911 Targa 2003, 6sp, with about 50,000 mi. Listed price of 25,400. It has a clean title and car fax history, but the IMS bearing has not been replaced yet. What do you think of this car?

One con of the Targa, that sliding glass can fail and it is not at all cheap to fix. I would personally look for a coupe where this would not be a risk and there would be no weight up high. They do look great, though, and if a Targa is what you want it does offer a great open top experience with little noise/wind.

I would try to haggle the price down a little bit and plan on changing the IMS and anything else in there (if necessary). I generally do not like wood, but it always shows well on the green ones. Also, green is such an awesome colour on these cars and quite rare, plus it looks amazing with the interior.
