But and then they will just go over the top and slap everything on a car they could find around the shop put a bright paint job on it and try to find a sucker with a 1 inch thick gold chain and a bracelet

Actually it might've had a salvage title at one point depending on which state they got it from. It's easy to convert to a clear title if you get the car from certain states IIRC.
