Lately I've been researching this topic. I've heard that the pieces supplied by NR are of poor quality (these are the same ones available from Performance Parts). The pieces from Strosek (www.strosek.de) as suppose to be of good quality. They are available for 99-01 and 02 onward both with and without washer support.
I have recently written Strosek about purchasing the covers but have not recieved a reply.

I just checked both Performance Products and Tweeks and neither offer them with the cutout for the washer.

I did some research before I bought Strosek. They are well made, and fit very well. I sent them to Eric (the plug guy) to paint AS. I'm very happy with them.

Techart... and they are available with the headlight washers. The covers are held in place with a black adhesive. Not sure if they can be removed once the are installed.

Just got this reply from Strosek in Germany this morning.
I just got off the phone with NGT and was told they don't have any in stock but can have them in about 1 week.
The Strosek covers come either with or without headlight washer cutouts. Also for both 99-01 and 02+ model headlights.
996 Aero: NR is NR Automobile Accessories, http://www.nrauto.com/, they make the part the Performance Parts sells (you'll see the NR logo on the page with the headlight covers).

I was able to take the covers off of mine headlights when I switched to the clear lenses earlier this year. I had to use a hair dryer to apply heat and peel them off slowly using a credit card and a razor. I will reapply them, but I was thinking of using double sided tape. Any drawbacks anyone can think of?

Gretch, these are the NR part (available from NR direct or Performance Parts in the USA). My bodyshop guy said someone had brought in a pair and they were of such poor quality that the customer finally sent them back. Besides the Strosek parts someone mentioned the TechArt part (available in the USA from German Tech, Inc. www.germantech.com - $450 for the MY 99-01)
