My wonderful wife (who got me my dear departed 1999 C2 as a birthday present not long ago) has approved a budget for a replacement. I like this one and it is nearby:

But I can't wrap my head around the price, especially in light of this one, but it is far away and I would have to rely on the kindness of a stranger on this board to eyeball it for me like several folks in Chicago were amenable to doing:

The first one has more miles, but is one owner; not clear on the second one's history at this point as I haven't pulled a carfax. Any explanations for the price discrepancy?

Oh. More information that I have. I have spoken to the sales guy on the first one. The first one has had no preventative maintenance done but all service has been done at the selling dealership. So no IMS or AOS or any of that fun stuff. Carfax doesn't list the 60k service having been done either. Their inspection after trade in revealed no issues meaning no leaking oil. They didn't drop the transmission or anything like that.

The second one is coming in priced under Nada, KBB and Edmunds. The first one is coming in over Nada and Edmunds and under KBB, which appears to think all cars are worth infinity dollars.

Not sure I would get a Targa (weight, complexity, and repair costs), but if that is what you want go for it. Another Targa issue is interior heat. You don't mention where you are located, but if you live in the south or southwest that could be a question to ask owners in those areas.
The 40K car would have to be significantly better than the 60K car for me to pass up the additional options. In my opinion full leather is a must have in the 996 unless you are mostly focused on the track.
Guards Red is actually a bit hard to find, particularly in the 996.2. Everybody wanted Seal Gray and black!
As for price, Targas are a bit rare so prices are hard to nail down. not sure KBB/Edmunds are going to be particularly accurate. It is a small market. That said, the 40K car seems a bit underpriced and the 60K car is overpriced. But both prices seem like fair starting points for negotiation.

In California .. ~60k miles '02 are listing for $25-30 on Craigslist .. Targa might get 10% more. Actually selling price I'd guess is 10% less than list .... Not sure where you would find one for $19k unless very high miles ...

From responses it appears I should pay somewhere between $19k and $30k for an 02 Targa. Perfect.
