Default passenger seat back stuck/locked forward

My stock seats have been in storage and I went to clean them up. The passenger seat is stuck in the folded forward position. Pulling the release **** does nothing. The seat back is locked solid. The driver seat back moves freely and locks in the back position as it should. When it is folded forward, I do not have to pull the release **** to move it back.
Am I missing something as a feature that would lock the passenger seat back in the forward position? Ideas on how to free it?

I know this sounds trivial, but this really has me baffled. It is locked solid. Is there any kind of safety action that locks the seat back in the event of an accident, that was somehow activated when I unplugged the power connections when I removed the seat?

Is it possible that the back of the seat was moved forward with the electric motor and not the latch and then it was removed from the car? This happened to my wife, took me a bit to figure out why on Earth the back was stuck in the forward position. Can you hear the manual latch clicking and dis engaging? If yes, then there is your problem.

that is my current hypothesis - somehow the seatback was moved fwd with the motor all the way. would seem odd that this would allowed to travel that far May try to swap the seat w the GT3 seat today.

Yes it is odd that the motor will move it this far but it actually does.
