How do I know its really a C4?

Not standard, true - but "The Porsche Stability Management system (PSM) system became an option for the 911 Carrera in model-year 2000."

Its presence will not prove that your 2000 is a C4.

I just got the pic of the trunk and the tire is laying flat, as well, I called the dealer and they have it listed as carrera 4 as well. How can I attach pics to this with out http?

across the top is a disc changer, a round black thing...shocks? and a liquid container imbedded in a black casing

The round black thing in the middle with a (I believe) 10mm nut on each of the 4 corners is the access to the fuel tank. I believe this is also unique to C4s.

yes, that is exactly how my trunk looks with a tire laying flat and it still has the cd player

But don't make an offer until they fix the "Breaks".
If the silver things are Brake calipers then they are probably OK.

I believe OP has enough information to identify that it's really a C4 and not a relabeled C2.
