I'm guessing respray, hail would be on top surfaces only. Look for hidden masking tape lines or check paint thickness with one of those magnetic things sold at auto paint stores.

Sounds like silicone to me,you can get fish eyes just from silicone in the air during spraying.

I apologize for just now getting back on this thread but I have been out of town. To answer a few of the questions that have been posted; I am not the original owner of the car so I have no Idea as to the condition of the car when it was delivered. I do know it was a European delivery, so it is very unlikely that there was any paint issue at that time. I also know that the vehicle has never been painted because is is free of any paint lines, all the factory stickers are in their proper place, and it has been looked over by an experienced body shop. I am thinking that this is some sort of fallout that has etched itself into the clear coat, or it is solvent pop that happened at some point during the cars life. I appreciate everyone's input and will work on getting it corrected.
