What is a 99 with a Blown engine worth?
My local gas station has one, At most a 6 out of 10 shape wise. He is looking to sell it with the engine already removed.Which I think means no "core" valve for me. I think its a 70k miles car with a manual. Nothing special.

It is worth whatever you are willing to pay. Most of us would use it for parts our a custom project...
Myself I would not give him more then 3k for the thing as without even the blown motor it is missing way to much.

I am looking to buy a 996 or 997 to build as a track car. Prefer one with a blown engine for the obvious cost savings and ability to build the way I desire.
I thought that I may have found a local one this week but seller wanted to get more than $10K for it. I was really jazzed hoping to avoid buying at auction with fees and likely shipping.

A car sold near me recently. It was a 99 with very low miles (around 30k I think) and was at least an 8/10 exterior and interior. It went for $8K.
Without a core value and with a car that's already rough, I wouldn't pay a penny over $5K. You can get a clean and really well-sorted 99 for a good deal under $20K...
