Just thought of this -my car is US model and I believe you have an ROW model .They are probably programmed differently .For example the US model has secondary air injection for emissions and I don't think the ROW does .The point being that my results may not apply to your car .

I spent some time with search on this high startup rev problem.

The primary causes found were throttle cable routing and dirty or bad IACV.

Check that the throttle cable is not too short due to improper cable routing. When it is routed correctly the throttle body butterfly should be resting against the stop and the cable have a very small amount of slack in it.

Also I think I remember reading if you unplug the IACV the DME will go to a "default" idle control behavior, might be worth trying, even if this doesn't work.

Thank you logray, I have checked the throttle cable. Cable is "loose" and the butterfly is fully closed.
BTW. should the butterfly be completely closed, or shoild there be small gap?
Mine's fully closed, and all idle air will flow thru IACV.

I think that I will take the IACV apart and see if I can put more preload on the spring that keep's it closed.
Will see if that helps.

Ok, I took the IACV apart and cleaned it. There is no springload, operated by magneticfield only.

Valve was amaizingly easy to take apart, just pull the locking pin off and twist. thats it.
I turned the coilpart litlebit so the valve is closed.

For now it fixed the problem, let's see what happens when(if) the ecu adapts to the changes.

A very small gap is normal.

Thanks Topaz330ci, the gap was about 3mm. I might adjust it to be litle open, if it gives me some trouble.
The new one is over 300usd, yiks....

More info-Just got a chance to try my car again-this time temperature was 50 degrees f and cold start it jumped to 2000 rpm for a split second then back to 1000.

Just tested the car after I adjusted the IACV, revs jump to 1600 and just faint tick for sec or two.

So, I think that this one is solved. Thanks everyone that helped
