All DE events I have ever attended require the numbers to be on the side. Only local autocross or rally events do the numbers on the windshield or backlight.

I thought numbers are assigned not come up with by driver. You can pick a number if it is available from the group racing the car is run in.

No actually you have a chance to pick your own number but it's first come first serve. If your number is taken the you might get assigned one.
