I'm having an alignment this weekend. Is the steering sensor tool a standard item that most places have? I have PSM.

The steering sensor tool is required for cars with PSM since one of the inputs to PSM is the steering wheel angle. If they get the steering wheel a bit crooked, PSM gets unpleasantly weird. If you don't have PSM it should not matter. Any alignment shop that leaves you with a crooked steering wheel is worthless.
The rubber lip you describe is usually called a "rim protector" and you have correctly identified it's purpose. Some tires have them some don't.
