I've got the same problem on the passenger side of my car, would like to know of a fix. For the seatbelt, not the babe. I've got the babe department covered.
Dealer says that when they try to fix it, they usually break the part and end up replacing it anyway. AFAIK the seatbelt works just fine as far as safety is concerned, it's just the retraction spring that's lost it's, er, spring.

Porsche New Safety Belts Don't Adequately Retract
Recently bought a 2005 C2 Cab. Driver's safety belt did not fully retract - not enough tension. Passenger side is perfect. Replaced it with new safety belt assembly from Porsche dealer - same bloody thing. Had that one replaced under part warranty - same bloody thing. Went back to deal and showed that second new safety belt assembly does not fully retract. Was told "That is normal for a Cabriolet." I was then shown four Cabs - every one had a safety belt that hung loose and did not fully retract. Hardtops, on the other hand, retracted.
There is something wrong with this statement of facts? Could Porsche have a bad batch of replacement safety belts? Why Cabs and not hard tops?
So, now I am on my third safety belt assembly and the two in a row new ones perform just a miserably as the one I replaced?????

Three Wheelin'
I had the same issue with my m3 - really easy fix:
Get a bucket of boiling hot water with a bunch of dish soap in it and wind as much of the seatbelt into as you can. Let it sit (cook heh) for some 10 minutes and then dry it off with a towel when you pull it out. It bought my winders back to life - im guessing it's oil and grime that makes the belts stick when they're wound up.

When my '82 toyota Celica had the same issue (seatblet slow when retracting), Toyota fixed it under warranty, even though the car was out of warranty.
I'd be really surprised if you asked the Porsche dealer to replace them under safety warranty, and they wrote up a receipt saying they wouldn't! Lawsuit waiting to happen.
