Looks like a nasty cut and since the sidewalls take so much stress when cornering hard it is definately a good idea to change the tire out!

Can you see metal bead cord if you pull the rubber back? If so it's definitely shot. Water will get in there and rust it. If not it's a hard call. I would error on the side of caution and replace it.

Can you keep an eye on it and see if it gets worse? Yes. Would I if it was my car? If snows are going on so soon honestly I probably would, but I drive very little. The tire is incredibly strong in that spot because of the bead cord and reinforcement strips are all right there. It just may make it until the snows get put on. But really, if you have to replace it next season anyway, why not now? Look at what's at stake.

As far as replacing all four? Not true in this case. You should however either replace both on the axle, or have me shave a new one down to the depth of the other side. That way you diffs. are happy.

Thanks to all of you for your advice... I finally ended up replacing the back tires with 295/18 Bridgestones and also bought a set of winter tires (bridgestones blizzak) + stock rims ... $1600 combined... that's more than I wanted to spend, but hey... that's a Pcar

so you got 6 tires AND 4 rims for $1600??
That sound really fair to me... yea, what summer tires for the rear?
