Seems like it.

BTW, the RoW wiring uses the same pinouts on the chassis side for both types of headlights, which is the same as US cars wired for halogen headlights.

Would that imply that the RoW Bi-Xenon headlights would just plug in without modification (without auto-leveling and the washers, of course)?

Except for the pin move from A4 to A5 in the headlight side to get the highs/flap to work.
This is all in theory right now. Will update the forum on how it goes after I get done with it.

Update!!!
I have successfully upgraded to Bi-xenons. It was not easy and the wire splicing was a little bit above my skill level. Finally put it together and it works!!
I followed the instructions on the 996 DIY section of Renntech

The trickiest piece was getting the plastic connector off. I broke several small pieces of it because of my clumsiness. I did not break those connectors too bad as I was able to plug the lights back in.
Thanks to Doug Donsbach from here and Specialist and Flashingblade from Renntech. This would not have happened if not for all their replies to my queries.
