Probably the light switch on the stalk - if the stalk gets hit hard, by a knee or purse for example, when getting into the car - the switch contacts can become bent out of shape and fail to operate.

The fact that the light stalk won't work when you push it forward would suggest this - the stalk has been over extended in that direction, and the contact is now bent too far out to be contacted in normal use.

I doubt that though. Rationale is I cannot verify if the "forward" location of the stalk of not working or not since we are talking about the projectors which do not come on to begin with.

From all sounds it appears to be the light switch.

Same thing I thought. Sounds like how they diagnosed RMS......hmmmmm, it's leaking, not sure about replacing with a PROPER seal so let's just replace the whole damn engine

Well, there's a difference between the way the hi beams work in a MY1 996 and a MY2 996. I know (or think I do) that you have the 3.4L 996 and those came with litronics for the headlights, but use halogens for the highs (or at least I think they do). The 3.6L 996 swivels the litronic up. What does this tell us? I don't know. Just kidding. If it was a 3.6, we could safely assume that the litronics worked in high mode, but would try do discover why they didn't in low mode. Since it's a 3.4L, we know that it's definitely limited to litronic functionality. Since they are both NOT working, it would lead me to believe that it is not a problem with either of the headlight modules, and much more of a switch issue. Since your daytime/city lights work as well, I'm going to guess that you have a fuse or wiring issue that may have gotten bumped loose. The first is easy to resolve, the latter requires a meter to test impedance. Anyway, that's where I'd focus my search, FWIW.

EDIT: actually, you never mentioned above if the city lights (halogens) worked. If they don't, then it could very well be a light switch issue on the dashboard. I'm not inclined to think it's the stalk from the steering wheel.

**Update**

Just fixed the problem. I know, I know, it's been almost 2 months and I am just now getting this fixed. My wife doesn't drive at night since she is home by 630 at the latest and in the evening when she was home and had to go somewhere she would take another car if needed.

This took so long since I had a switch that was supposed to be coming to me from Brad but without getting into specifics, it never made it and I finally gave up and just decided (well my wife decided) that it was going to be fixed today.

I ran to my local dealer and for $100 I got a new light switch. P/N is 99661353500. Sure enough, it WAS the switch. Lights are fully functional now and my wife didn't have to hire a divorce lawyer

$100 for the switch = Cheap "marriage insurance" especially after you procrastinated for 2 months!

Wheh! You ain't kidding Tim. My wife gave me a list this morning.

1. Lights
2. Inspection
3. Registration Sticker
4. Washer Fluid not coming out of sprayers
5. Window (pax) not dropping when you open.

I have fixed 1, 3, adn 4 already. 2 and 4 will have to be at the indy since I obviously can't do the inspection and also I am not pulling the door panel. I'll pay for that.
