Identify this part
Trying to figure out what this part is. In the engine compartment on the left hand side there's a portion containing some pale colored solution, can anyone confirm what this is as it's below the minimum marker right now.

below the minimum marker, when cold, is i believe normal. correct levels should be noted when hot.

Manual says the coolant should be between the min and max marks when the engine is
cold , not hot.
