Default Identify this part

Trying to figure out what this part is. In the engine compartment on the left hand side there's a portion containing some pale colored solution, can anyone confirm what this is as it's below the minimum marker right now.

Manual says the coolant should be between the min and max marks when the engine is cold, not hot.
