Default Why do our lug nuts have sleeves on them?

Ordered aftermarket replacements and they don't come that way.

the sleeve, or washer if thats what you are talking about, seats against the wheel and allows the bolt to turn and scrape against the washer instead of scraping and rubbing the wheel itself as the bolt rotates. some aftermarket bolts do have the washer or sleeves.

You can also move the sleeves to the new lugbolts. You have to workout the crimped metal, but I did that when my new lugbolts didn't have sleeves!!
