Sids911,
I bought this charger/maintainer that meet your needs. I bought it in Canada and the price is very reasonable, around US$40.

The Cigarette lighter in 996 has a "life" 12 VDC (in my 03 anyway). In case your car ran out of juice and unable open the hood. You actually can plug the charger into the lighter, turn ignition ON and open the trunk with the switch. You don't really have to use the +ve terminal in the fuse box. It did it on my 996. It should work on any car that has life 12vdc on the cigarette lighter.
