Post Question: TSB for Windshield and Rear Window Noise

A couple days ago I asked the local dealership if they would replace free of charge my rear window rubber seal since it squeaks when I drive the car and it's the subject of a TSB. (TSB# 4/99 6420, dated 7-13-99). I explained to the dealership service rep that the TSB goes on say that rubber seals were "improved in production as of 11-19-98" implying that Porsche knew the existing seals were problematic and thus had to be re-engineered.

The service rep said they were aware of the problem and the TSB, but if I was having problems (out of warranty) then I would have to pay for the fix.

Is this normal? Has this been everyone else's experience with TSB's when a car is out of warranty? Any advice or recommendations are welcome.
