The main reason for this is because Porsche seriously shortened the "visibly available standard and metallic paint colours list" in a cost saving exercise.
The original 996 paint brochure card is a shadow of previous models. It didn't mean you could not get other colours. If you wanted something else it meant you had to select "paint to sample" if the option was offered or if you were knowledgeable enough to ask for a different colour.
The Dealers were told to push the limited selection and they were very successful at this around the world.
The paint to sample option was quite expensive in some places so this also put off potential customers from requesting a different colours.
Plus there was the old "it will delay your delivery" excuse.
