My 1999 996 was missing, and the idle was hunting. When the agents looked at it, they found that the ECU voltage is low, and couldn't be fixed. I now have to change my ECU.
Does anyone know where I could buy a 996 ECU? Also, would a pre-owned ECU be ok to plug in, or would it have to be reconfigured?

I'd get a trusted professional second opinion diagnostic for sure and try and avoid changing out the original. Its a specialized coding job to get it right. As ecu(DME) & immobilizer unit under the driver seat, & all keys,,, all need to be coded to match each other perfectly or no start/no run.

If ecu is positively needed, ECUDoctors is the place to go, they can fix your original more than likely, and if needed can code the complete set. They're good guys.
Are you talking about the 5 volt reference volage the DME sends out to Sensors is much lower than 5v ? If so, that is very unusual and like Jeff and others have said, any other DME has to be programmed using PIWIS with IPAS codes that only authorized persons have accesss to..
Good used ecus can be had for a couple of hundred, Ecu doctors can code the immobilizer If you send them the keys and security module. They can also bypass the security altogether if you want.
