Fueling Issue

Hi everyone.
2001 C4 Coupe 6 speed. I started with a fuel reading problem. Gauge read ok with Duramentric otherwise read empty. I swapped out the sending unit. Still read zero. Started over.

Now:
Tank is empty.
New sending unit
Battery disconnected.

I want to put in 7.3 gallons of fuel. I can not get gas in tank. It runs back out the fill port.

What's up?

Did you reconnect the battery? The fill valve solenoid is electrically operated.

Therein lies part of the problem. I want to connect the electricity when the sender is plugged in and there is 7.3 gallons in the tank. But maybe that is not possible.
