need help finding part numbers for the ROW springs, checked the pet but its USA parts numbers only.
i have H&R springs installed that i find a little too low. just want to swap out springs only. $2600 for static spring/shock setup seems steep.

I did exactly that on my C4S
I ordered the RoW springs through Porsche (you can find the references also in the RoW PET).
Front: 996-343-533-30-504
Rear: 996-343-531-48-504
I matched them with Bilstein B6... but again, you would want to order the B6 RoW reference, not the one that you would order from the Bilstein US catalog (that match the US springs).
B6 Front: 22-052568 (Same than US version)
B6 Rear: 24-068116 (Different than the US version: 24-029933). You would notice that this is the same reference than the one for the Turbo in the US catalog.

I did that, because I wanted the Stock driving experience but a bit improved (that's why the B6 instead the B4) and also, because I run 19" and the RoW lowering is as much as you can go without the front wheels rub on the wheel well.
The price shared by the colleague is pretty accurate (Springs + B6) of around 2500$.
Not cheap, but I really love the result and would do it again. To my preference, this setup offers a perfect match between movement control in twisty mountain roads and a reasonable comfort ride in highway.
