You don't reflash the ECU. You reset the Airbag module.

Almost certainly the seatbelt buckle and ultimately you will have to change it. Cleaning with WD40 rarely works as a lasting solution.
It was a factory defect and there was a TSB bulletin for this a long time ago. Porsche recommended changing the buckles and sometimes
the harness as well.
Eventually had to change mine many years ago and no recurrence since.

Mine has lasted many years. Used electrical contact cleaner though, not WD-40.
