It looks like you found a page that someone created from a template-builder but didn't actually get around to populating the text. I didn't look at all of the "common failure" pages but all of the ones I did look at had these blocks. It's a common thing in design to populate text as "greek" place holder text, just so one can get a feel for how much space is available for text / images. What's not normal is making those pages live before they're ready. Just a little oopise on the dev's part. I'm sure if you reached out to Jake he could have whoever manages his web page turn the pages off for now while they're being tested.
