Almost certain that Porsche recommends no more than a 17mm spacer on a 996. I’ve installed the excellent 10mm spacers sourced from ECS Tuning.

IIRC, on the C4S (at least mine) is came with Techno rimns with 55 backspacing. The original owner did not order the factory spacer option. I want to say it is option code EKN with 5mm spacers for the front and 17mm spacers on the rear, I could be wrong and am syre somebody will correct me of so.

Seeing that these are the spacers I have (and they look good), where can I find a bolt? I have one that is missing and I can't seem to find a proper replacement.

Measure what you have. Look on eBay. You want a 14x1.5 thread, 19mm head, ball seat w/washer. Shank length is what you want to know (the threaded portion plus mm or so before the seat).

Looks like 45 or 47mm with the above. Slightly longer won't hurt anything.

Within reason...

Cautionary tale, not from a 996, but something I pay attention to on every car now: I was experimenting with wheel spacers and longer lug bolts on another car (Audi S4) and I had an interference issue behind the hub that was causing binding and preventing free rotation. Again, it wasn't a 996, but I'd urge you to double check any longer lug bolts for interference with stuff behind the hub.

I almost temporarily used +5mm bolts on standard 996 wheels decided it wasn't worth the risk.

Do it once - do it properly

I use 23mm ECS spacers on rear, but also bought bolts with it, If this one above doesn't work for you, You can get the extra length ones at ECS.

Cost is around 5.00

I found the bolt with help from people over at Pelican Parts:

What a PIA...

Sigh.

Whoa dude... The bolt you showed us is NOT a 63mm bolt. From the pic it looked like a 45 or 47mm.

You will certainly have problems using a bolt that long.

Porsche measures from the bottom of the threads to the bottom of the bolt head. So while the 'showing' threaded part of the bolt is 45, the bolt length seems to be about 63.

Ok, but how do you know the bolts your getting are measured with or without the spacer. I have bought quite a few Porsche specific bolts and they were always measured on the below the spacer length.

The bolts I am getting are HR. The image of where to measure is from the HR website: http://www.hrsprings.com/applications/bolts

The corresponding 63 mm bolt matches the Porsche Ball Seat in the diagram.

And if you look at the picture of my existing bolt, I would say the entire shaft length is probably 63 mm (45 showing).

Worst case, I send it back for another size.
