Default Air Conditioning Question and Help

I have not used the AC since last summer but as it starts getting warm here in Vegas I turned it on yesterday it turned on normal and then I hear a hissing sound down by passenger footwell area. Hissing is constant while AC is on, if you turn it off it goes away or is you turn on heat goes away. Fans and compressor turn on as they should. Is this sign of low or no freon? Any help or knowledge of this issue would be great...thank you..

Yes, it is a sign of low freon.

When you turn on the AC is the temperature of the air coming out of the vents cold as it had been in the past?
