Is there a fuse for an inop cruise control?

There probably is. Have you pushed the end of the cruise control arm which engages the green symbol?

You must toggle the OHN/OHFF switch for most things to work.

Make sure your clutch switch is working. My cruise was inoperable too, (when I bought the car), but messing around with the clutch switch (it was stuck in the closed position) sorted it out.

If the switch is present check that the clutch helper spring hasn't been removed as if it has the clutch doesn't have enough return pressure to depress the switch.
