Default Windows, alarm, interior lights not working

I read that this is a battery issue. Had the battery checked and no dead cells.

Windows roll down down with the key in the door, doors lock with the key in the door. Key fob makes the horn beep but central locking doesn't respond. Interior lights aren't working...

Any ideas besides the usual fuse (ruled out because windows roll down by the key in the door, or low battery voltage..

Is there anything else I've missed? I don't have a durametric.
