Andial sold parts to anyone.
For it to be a certified Andial twin plug car it has to have been built by Andial and be on the Registry. (One of the registry cars is a 3.6 twin plug by the way.)
Andial has stated by letter they will continue to support the registry cars.
I suppose the bottom line with Andial and RUF cars is the provenance and pedigree.
As Jimmy the Felon, who knows far more about them than I, said "It's like a Yenko Camaro."
From an end users point of view:
El Guapo is the finest street 993 Porsche I have ever driven. Endless power, fabulously complient ride, superb handling and braking and IMHO Bitchn Lookn.
With a few changes in setup I hear they make a pretty decent track car too.

Yes many RUF vin cars in the US I agree. However, are there many RUF VIN 993 Turbo cars in the US ? I thought there were none or if any very very few. Also, can anybody clarify what makes a 993 Turbo modified by RUF a RUF Turbo R rather than just a 993 TT that RUF did a few mods to ? The types of mods I see on various cars described as a RUF Turbo R seem to differ from car to car. I asked this question to the RUF auto center and they did not know the answer.

All ruf conversions should have a COA signed by A Ruf. Ruf can easily verify if the car in question is a ruf or not.
This applies to all ruf conversions done at RAC to my knowledge.

Ruf Turbo R conversions have different cams, ECU, exhaust, hybrid turbos, and a few other things that I am forgetting. You can take it much further with other interior and exterior modifications.
RUF Dallas did the conversions in the US with techs that lived in Dallas (a couple of them are still at RAC). They did less than 10 conversions, from what Hans told me. Yes, official RUF paperwork is important. I have paperwork on RUF letterhead/invoice that lists many parts and items upgraded and a big $ at the end. I expect that most Turbo R owners have that. And I hear the RUF Germany is pretty responsive to requests for authenticity.
Once RUF Dallas lost its exclusivity with RUF Germany, I don't believe they did any more official RUF conversions. These conversions were/are very expensive and not many customers were requesting them.

Vin cars are very rare, according to Alois Ruf, himself, they do not even average 30 Ruf vin cars per year, that may be less than 1000 vin cars ever built, compare that to the limitless number of conversion done by Ruf , authorized dealers and cars converted with privately purchased Ruf parts. Food for thought.
