I am not an expert but they do seem like fiberglass, certainly not Kevlar. (The ones I have, RUF original.)
Tom, my rear bumper is the RUF, I had to do quite a lot of work to make it fit with the flares. My front bumper is not on the car, I have it at home. The one I have on my car is a GT2 EVO replica from Getty Design.

The bumpers are 100% Kevlar. Wayne AND Hans in Dallas told me. AND, when i was installing them I saw the blackk weave of the carbon on the backside. The front layer is simply a gellcoat primer, or something of that sort, while the inside is PURE weave!

here are a couple of shots of the inside of my Motorsports GT2 wing. Notice the gold and black weave. (OK, the one pic is a little blurry). This wing was 10 lbs painted.

I got a CTR2 front direct from RUF a year ago ... absolutely definitely fibreglass, not even good quality ....
The alloy bumper had to be shortened almost to the mounting point. Because the fibreglass is much thicker than the stock PU, the foglight / indicator housing won't fit into the bumper ...
If it hadn't cost so much, and didn't look so good, I would have trashed it !
