This is what I got back from Andrew today on the amex deal and no paypal:
No Paypal, I can accept AMEX ...I charge the amount in CAD at the exchange rate of the day, AMEX then converts that amount into USD on the cardholders statement, in that process they tack on a "fee" of about 4-5 %....end result.... the amount we discussed is not the amount that appears on the statement....I have no control over this.
Ruf says the coolers are 10-14 day away from them in germany plus shipping time-

Hey GUYS!!! With those who would be willing to participate if the 10x rate was me we met the 10x rate! Here is the list of people that are in with their respective priorities. I dont want to sound uptight, but as we are buying $10K of oil coolers - is there a way to avoid another 5% charge? I dont remember my credit card adding 5% on every purchase when i vacationed in Canada.

I don't really know too much about the amex charge deal with the conversion I just pasted what andrew told me. I will email it off to him right now with your reply and post as soon as I get it back-

NP on the deal it was for my Dad anywayz. In any event he is actually interested in doing both the hybrid turbos and the giac 540hp chip or whatever that evo one is. Basically I am trying to duplicate the evo kit the 2nd to highest where you don't have to rip internals apart for half the price-

The 5% fee sounds strange to me too. By the time we pay the 5% fee plus shipping from Canada, it may be better to buy from Ruf Dallas. I wonder if the 5% also applies to Visa or is it just AmEx. I'm in either way, just looking for the best deal.

1 -5% -lets use VISA, - i vacationed in canada and didnt get a 5% charge on visa. there is no reason to spend $500 extra for the team.
2- Hybrids - Im SERIOUS about supporting a group buy on hybrid turbos. Ive had several chatts with Kevin on the turbos - he is great. As for tuning, ive spoken to Steve for GIAC, Todd at protomotive, and emailed Gunter for sportec - all are very supportive and knowledgeable. It would seem that approx a 500hp, 500lb/torque is very doable w/o modifying the internals and not at all a programming challange. The issue comes down to costs of the chip as well as if we need a new ECU for 96 cars. One of these guys offered to bring their own chip to insert into my ECU so i dont have to rebuy a 97 ECU.

Amex charges very high rates the vendors... Maybe this add on is what the dealer would get charged and its passed on?
If its not too late, I would like to get one as well for my N/A 993.
