Jeff,
I don't know if this qualifies as a bona fide "recycling program", but every license plate since age 18 (off a Honda Civic) currently resides on the wall of my garage. It allows me to stroll down memory lane, and remember all the great places I've lived - not to mention how my rides have improved over the years.
Maybe, I'm just a pack rat.

I'm pretty sure that I've got the plate from every car I've ever owned. During my student years, I lived in several states, so the spare plates would be created when I moved to another state. I can't remember ever turning in a plate to the DMV, but my memory ain't what it used to be.
Plates are from Texas, Georgia, and Alabama.

Otherwise, I'll take the other's advice and turn them into the DMV. I was hoping to avoid that, since any trip to the DMV turns into an 1 hour adventure.

I bent one into a U-channel shape lengthwise. I then place it opposite the engine oil drain plug to act as a guard/channel to divert the horizontal oil stream down to an oil catch tank when I change oil.
I have also used them as trays to mix epoxy resins on.
(Obviously, I'm not a bleeding-heart environmentalist)
