Default Value Added Tax

In looking at the window sticker for my 1998 C4S I noticed a $10,000 "value added tax" was added to the price. Does anyone know the reason/purpose for the charge? Was this common? Interestingly my COA from Porsche reflects the MSRP before the value added tax so perhaps it was a dealer added charge?

It has tourist delivery so the original buyer had to pay VAT.

VAT is sales tax in the UK and maybe other EU countries. It would have been refunded when the car was exported.
