cold footwell on right, warm on left
the search works poorly for me and it seems my heater output is spastic, some here,none there, and years ago there was a diagnosis thread

Each footwell has a motorized flap that controls heater output into the footwell vent. Sounds like either the flap in your passenger footwell is stuck shut, or the motor has seized. ToreB has many posts on the motor issue, but I believe the current thinking is that these are not repairable items.
I had a similar problem, in my case the flap was stuck open so I was getting full heat in the driver footwell all the time. I swapped units and manually put the passenger flap in the closed position, so I have variable heat on the driver's side, and no heat on the passenger side. Since I don't drive the car in winter, and rarely have passengers, this has been an OK workaround for me, but eventually both units will likely need replacement.
