I have a 1995 carrera that i am installing a new rack and 18" wheels.

The Technical Bulletin # is 9604 "Retrofit of 18" wheels" and it states '95 VIN #'s after 99 & SS 323614.
I'd follow what the factory says. OTOH, the shop where I'm having my '95 serviced said I don't need it. The Bulletin does say '95 Coupes.

the admonition not to use 18" wheels period is for cars w/ the early suspension shock setup. They advise not to use 18" wheels w/ or w/o the brace. Same is true for 964s. I suspect that it's the legal department talking not the engineers as since the factory never did any testing w/ 18's they have to advise against it.
There are countless earlier cars running around w/ 18s some even w/o the brace

^^ I would be one of them Sept 94 build running 18's with no brace. My mechanic with 20 years aircooled experience told me point blank don't bother unless you plan to make the car a track toy. So far 28,000 miles (previous owner and myself) with zero issues.

Sunset has them for about $50 bucks (you also need longer bolts to install it ), I would go with the one chaoscreature makes, its nicer (not that anyone will see it)
