I've been a Total911 subscriber for years but I must say I'm not impressed anymore. Ever since Phil Raby left it's not the same. For basically the same reasons that Excellence is not what it used to be, we have seen it all already. So I'm not going to renew this time.

Is it possible to subscribe to Panorama from Europe? Is it worth it even if it's possible?

You have to be a member of PCA to get Panorama.
