OT: Selling a car with handicap plates.

I'm helping a friend sell her mom's car since she can no longer drive. Here in California, the plates stay with the car. The problem is that the car has special permanent handicap plates. Does she need to remove the plates when the car is sold?

Those plates don't stay with the car .. they are specific to the individual who applies for them. She should contact the DMV and ask how to go about surrendering the plates .. the buyer can't operate the vehicle with them on there so I'd assume they will have to go immediately to the dmv and get a 60 day temporary tag like a dealer issues.
