Default '97 993 Throttle Response

I just purchased a '97 993 from California. The throttle has a delay at lift off. I mean that when you shift, and lift off the throttle, the engine speed does not slow for about one second. In fact, pushing in the clutch, and relieving the load on the engine results in a momentary 100-200 surge in engine RPM. I suspect that this is a result of California emmissions. Can I correct this problem?

I suspect you have a gummed up throttle. It's not a CA emissions thing.

Or a vaccuum leak. Throttle "lagging closed" after letting go of the pedal sometimes points to a vaccuum leak ...have it checked out.

or maybe as simple as floor mats interfering with the bottom edge of the gas pedal

definitely not normal
