The revs do rise, but since its just a shift, its really only a quick blip. I imagine if you just stuffed it into neutral the car would simply bang off the rev limiter.

Now that you mention it, I remember reading this in the manual one night on my trip home with the Turbo from Atlanta.

Yes, the RPM's blip up just a bit during the quick shift.
