Practically all OBDI porsche 993's have the OBDII type plug. Rare are the ones who have the round 964 type plug.
You cannot read with your scan tool because Porsche OBDI cable prong displacement is different from rest of the cars.
In the ROW OBDI DME, there is no adaptation stage, but only in the Tiptronic controller that you do not have.
Bucking , all is relevant, you could buck any engine intentionally, high gear-below 1100rpm. But for a fluid rpm adjustment by the ISV, clean this ISV regularly.
