For PCA, yes, a five minute pit stop is mandatory for a 90 minute enduro. However, the pit stop is a whole lot easier if you don't have to get out during refueling. Not having to worry about re-harnessing and not spilling fuel can be the difference between winning or losing the plastic trophy.

I think it was an option in both the US and europe, but the ROW cars had this more regularly.

I hear your pain about Watkins enduro in Feb Sebring PCA enduro I was actually leading entire race, of course mainly because I delayed pit stop to the 70 minute mark and then double yellows come out at about 69 minutes so no pit stops allowed I go around turn 16 and reserve fuel light comes on. I went in closed pits under double yellow and then retired car before 10 minute left mark which would have DQ Ed me for no enduro pit stop.
