Cleaning wheel wells is fun but factor in at least 1h per wheel.
I used heavy duty degreaser and two types of brushes (one stronger one less).
results are excellent.

What's the best way to clean and restore undercarriage plastics?
once I wash and scrub them? paint them in black? or just put a wax or sealant?

Use “Forever Black” plastic trim dye, definitely do not paint. I’ve had good luck with FB on the fender liners and it really makes them look new. Preparation is key getting the liners degreased and bug free. Those Mr Clean Magic Erasers are good for surface prep.

Is there a protocol for cleaning wheel wells that leaves the cosmoline intact but addresses all the sedimentary layers from the millennia on the road?
