Ventilation Fan Running All The Time...
Last couple of times I've driven my '97 Cab, I hear what sounds like the ventilation fan running at low speed. The controls are off. According to Streater the off switch is only a low setting (2V). Wonder why I never noticed this before.
Is this what happens in your car?

Three Wheelin'
I've never noticed on my car but I know some manufacturers do that so there is always some air moving through the HVAC system. I believe the theory is to avoid potential mold growth from any moisture from accumulating in infrequently used systems.

The fans should shut completely off when the fan control **** is at minimum setting. I am therefore pretty sure you hear the CCU fan. It stays on for some time after ignition off and can make a whirring noise and it can be a bit irritating. Easy to change though.
